The Ye.T. Gaidar Institute for Economic Policy (The Gaidar Institute) is a major center of economic research and training in Russia. Among its founders is HVE Academy of National Economy under the Government of the Russian Federation (presently – the Academy of National Economy and Public Administration under the President of the Russian Federation).

The research center was founded by Ye.T. Gaidar in 1990 as the Institute for Economic Policy (IEP) of the Academy of National Economy and the USSR Academy of Sciences. In 1992, the Institute was renamed as the Institute for Economic Problems of the Transition Period (IEPTP), and in January 1999, - as the Institute for the Economy in Transition (IET). 

From the day of its creation and until his death in December 2009, the post of Director at the Institute was held by Ye.T. Gaidar. In 2010, on the initiative of the IET team and pursuant to Executive Order No. 601, dated May 14, 2010, of the President of the Russian Federation, the Institute received its present name – the Ye. T. Gaidar Institute for Economic Policy (The Gaidar Institute). 

The Gaidar Institute is a major academic center that employs around 140 researchers including one full member of the RAS, 10 doctors of sciences and 39 candidates of sciences.

The Institute is focused on both academic and applied research in the sphere of economy which is highly evaluated by government authorities, domestic and international expert communities. Regarding above mentioned core areas of research, the Institute holds an independent position, which is proactively maintained before the country’s leadership, on expert platforms and in scientific publications. 

Gaidar Institute is a reputable consultant in the sphere of public and corporate finance, monetary and exchange policy, privatization, institutional reforms and issues of economic growth. The Institute provides consulting services to government bodies, and major Russian companies.

The Institute regularly holds Gaidar Readings in Moscow and the Russian regions as well as abroad. They represent research-to-practice conferences on the most urgent social and economic issues of Russian regions’ development and international cooperation. The aim of the Readings is to provide possibilities for fruitful dialogue between experts and for generation of practical solutions in economic policy.

The Institute focuses on educational programs, teaching and guiding. Gaidar Institute boasts of a post-graduate course among whose leavers were many prominent state officials. Leading researchers of the Institute with extensive scientific and pedagogical experience are postgraduates’ scientific advisors. 

Gaidar Institute cooperates with Russian research and analytical centers, universities, economic and financial organizations.

The Gaidar Institute for Economic Policy is a non-profit organization legally established as a foundation. In its turn, the Institute is a founder of a number of foundations with educational, research, social and cultural focus. 


The Academic Board is a supreme administrative body made up of the Institute’s researchers and representatives of the scientific community. The Academic Board identifies the priority trends for the Institute’s research activities. Alexander Radygin is the current Chairman of the Academic Board.


The Academic Board elects the Board of Directors, a standing collegial administrative body, from among its members, whose scope of competence covers the supervision over the Institute’s financial and economic activity and HR policy. The Board of Directors is made up of:

Alexander Radygin, Doctor of sciences (Economics), Professor, Chairman of the Academic Board, Director of Center;

Sergey Sinelnikov-Murylev, Doctor of sciences (Economics), Professor, Academic Director of Gaidar Institute;

Sergey Drobyshevsky, Doctor of sciences (Economics), Scientific Director.


The Academic Board made up the first Board of Trustees following the adoption of the new version (2010) of the Statute. Hereinafter, the Board of Trustees decides on the affiliation of new members, this being said, both the Board of Trustees and the Academic Board may nominate candidates.

Presently, members of the Gaidar Institute Board of Trustees are:

Aleksey Kudrin, Chairman of the Accounting Chamber;

Anatoly Chubais, Special Presidential Representative for Relations with International Organisations to Achieve Sustainable Development Goals.
